MINUTES OF MEETING
SHARON BOARD OF HEALTH
July 25, 2011


A meeting of the Sharon Board of Health was held on Monday, July 25, 2011, beginning at 7:30 PM at the Sharon Town Office Building.  In attendance were Jay Schwab, Vice-Chair,  Stan Rosen, and Andrew Stead. Also present was Jim Andrews, Health Agent for Engineering.

Animal Hearing: 25 Francis Road
Gregory Simkin, 25 Francis Road, was present to apply for a permit for 2 chickens and 2 ducks on his property. Also present was Ed Little, Animal Inspector, as well as several abutters.

Mr. And Mrs. Simkin have taken care of animals in prior years. He wants to have a plastic coop for 2 chickens and 2 ducks.  Stan Rosen questioned the setbacks...50' is required.  Ed Little commented on his review of the property: Mr. Simkin already has chickens and ducks – wasn’t aware that a permit was needed. Chickens are located on the back of the property....within 10' to 20'  of the property line, according to Mr. Little. Therefore, variance from 50' setback is being requested.

Comments and questions by abutters included: what are provisions for disposal of waste; when are inspections made; health implications.  Jay Schwab noted that the Board of Health has issued permits with variances; however, he suggested that the coop be placed closer to the applicant’s home.  Stan Rosen suggested that the coop be placed to meet 50' setbacks. Jay Schwab: would like applicant to present plot plan showing exact location of the coop before the Board can make a decision depending on the location in relation to neighbors.
He also noted that permits granted for chickens have presented few problems; that if there are any complaints in the future, they can be addressed at that time.


It was stated that the hearing for variances be continued pending the receipt of a detailed drawing showing the exact location of the proposed coop. Stan Rosen noted that there is concern amongst the neighbors...and that the Board needs further information.   

Jay Schwab: Mr. Simkin should  provide a plot plan appropriately marked with the exact planned location for the coop, with setbacks noted...ASAP to Ed Little for his review. The hearing was continued to August 22nd at 7:30 PM.

Subdivision: Stoneholm Estates
Linda Rosen reported on correspondence received from Suzi Peck that Suzi Peck had reviewed the plans...and variances requested from the Planning Board...and did not see any obvious Board of Health concerns. The Board has a 45 day window to comment...from the date of receipt of the plans.
VOTED: (Schwab/Rosen) unanimously to send a memo to the Planning Board noting that the Board does not see any obvious Board of Health concerns at this point

The meeting was adjourned at 8:15 PM.
